LETTER OF AGREEMENT
LOS SANTOS POLICE DEPARTMENT - SAN ANDREAS STATE PATROL



Section 1: Introduction
The terms set forth in this letter of agreement shall be a mutually accepted set of binding regulations and processes that dictate the operations between the Los Santos Police Department and the San Andreas State Patrol. Each respective body shall in good faith, uphold the terms and conditions in the document to ensure a healthy working relationships between the two departments. Should either party wish to make an amendment to this document henceforth, a request shall be submitted to the respective department commander and a new document shall be drafted and signed by each department head. This document is binding for all officers in each department.

Section 2: Statement of Jurisdiction
All peace officers under the employ of any agency across the state of San Andreas, be it state, county, city or township, have the jurisdiction to act as a peace officer in any area of the state. No peace officer shall be required to seek permission, nor approval to intervene in any emergency situation where another agency is not already intervening. Likewise, no peace officer shall interfere with the professional duties of another peace officer from another department, unless said interference is critical to preventing serious injury or death. Outside of risk to life or property, officers shall defer to the areas of responsibility (AOR or AORs henceforth) as defined in section 3 of this document.

Section 3: Areas of Responsibility
3.a The Los Santos Police Department (LSPD henceforth) is the primary law enforcement agency for Los Santos and her incorporated cities, as defined by city government. The department is responsible for the safety and well being of the citizens of Los Santos and is the primary department to field emergency calls across the larger metropolitan area. The geographical cities under the care of the LSPD are as follows:
- Vinewood, Hawick, Burton, Alta, Mirror Park and Rockford Hills,
- Pillbox Hill, Textile City, Legion Square and Mission Row
- Del Perro, MorningWood, Richman, Vespucci and Little Seoul
- Strawberry, Chaberlain Hills, Davis, Rancho, Banning, Elysian Island, La Puerta and Los Santos International Airport.
- La Mesa, Murrieta Heights, El Burro Heights and Cypress Flats

While this list is not exhaustive, it encompasses the larger Los Santos area.

3.b The San Andreas State Patrol (SASP henceforth) is the primary law enforcement agency for the larger San Andreas state. While not often specifically contracted to provide law enforcement services to specific towns, counties or cities, the agency is responsible for policing of state infrastructure such as highways and state government facilities, as well as areas that do not have their own law enforcement agencies such as Blaine County. In addition to general policing services, SASP is responsible for investigating and regulating issues of integrity amongst local department command and providing surge capacity to local departments in the event of staffing issues or crisis. The current areas of responsibility of SASP are as listed:
- All state and federal highways.
- All state buildings such as San Andreas Government buildings and facilities.
- The larger Blaine County area.
- San Andreas State Penitentiary.

While each and every peace officer of the State of San Andreas has the jurisdiction to exercise their role across any area of the state,

Section 4: Routine, Urgent and Emergency Calls
The Los Santos police department is primarily responsible for all Routine, Urgent and Emergency calls within the departments assigned AOR. SASP shall defer all calls within the LSPD AOR to the LSPD, unless staffing shortages, a communicated need for surge units or a delay of response indicates that the LSPD is unable to take the call. The general framework for determining if SASP should take a call within LSPD AOR is as follows:
- Should a routine or urgent call go without answer for a period greater than five minutes, the LSPD shall defer the call to SASP.
- Should an emergency call go without answer for a period greater than one minute, the LSPD shall defer the call to SASP.
- Should the LSPD ask SASP for officers to provide surge staffing to the Los Santos area, SASP may take calls within the LSPD's AOR as they come in until such a time that LSPD rescinds their request.
- Should the LSPD be unable to provide officers to its AOR, SASP may take calls at their discretion and continue to do so until LSPD officers indicate presence within the Los Santos Area.

Section 5: Attaching to Calls
Unless specifically requested, the Los Santos Police Department units and the San Andreas State Patrol units shall not attach to each other’s calls unless specifically requested to do so by the officer who initially responded to the call.

Section 6: Attaching to Pursuits
Unless specifically requested, the Los Santos Police Department units and the San Andreas State Patrol units shall not attach to each other’s pursuits unless specifically requested to do so by the department who initiated the pursuit.

Section 7: “Officer Needs Help”, “Officer Down” Calls and Panic Buttons
At any time that a Los Santos Police Department officer or a San Andreas State Patrol Officer broadcasts an “officer needs help” call, an “officer down” call or activates their panic button while in the Los Santos County area, all available units of the non issuing department that are within the county shall respond to assist the request unless otherwise engaged in a separate emergency situation.

Section 8: Traffic Stops
Unless specifically requested, the Los Santos Police Department units and the San Andreas State Police units shall not attach to each other’s traffic stops unless specifically requested to do so by the department who initiated the traffic stop.

This letter of agreement shall henceforth be binding to both the Los Santos Police Department and the San Andreas State Patrol in their duties,
